The most frequent reason is the absence of documentation to verify your household income. Income verification is a mandatory step to determine your eligibility for the program.
How will I be informed if my application requires additional information or documentation?
If further details or documents are needed to complete your application, we will send you a deficiency notice. This notice will clearly specify the required information and/or documentation you need to submit for your application to be processed and considered complete.
What are the primary reasons for application denials?
Applications are commonly denied for several reasons, including:
- Vehicle Smog Check Inspection Requirement: We review Smog Check records to confirm your vehicle’s inspection history.
- Vehicle Registration History: Your vehicle must be continuously registered in California as an operable vehicle for the two years immediately before the application date. DMV records are checked to verify this.
- Overdue Vehicle Registration Fees: We check DMV records to ensure your vehicle’s registration is current. If your registration sticker was expired before applying, contact the DMV for registration renewal options.
- Vehicle Title Lienholder: DMV records are reviewed to confirm you are the legal owner. If there’s a lienholder on your title, it must be removed. Contact the DMV for guidance on lienholder removal.
- Vehicle Ownership Change in Progress: We verify through DMV records that your vehicle is not undergoing an ownership change.
- Applicant Not Registered Owner: The name on the application must precisely match the registered owner name on the vehicle’s title (pink slip) as per DMV records.
- Recent Vehicle Retirement via CAP: We verify that you haven’t already retired a vehicle as a sole owner, or two vehicles as a co-owner, within the 12 months prior to your current application date.
If my application is denied, and I resolve the reason for denial, do I need to re-apply?

After uploading documents, how long does it take for BAR to review them and reassess my eligibility?
We typically review uploaded documents within two weeks of receipt. Once the review is complete, we will send you an updated determination notice regarding your eligibility.
I applied for the $2,000 vehicle retirement incentive, but my approval letter states $1,500. Why is there a difference?
Our program offers two different vehicle retirement incentive amounts based on specific eligibility criteria and current regulations. The determination was made that you qualify for the $1,500 incentive, not the higher amount.
Vehicle Retirement FAQs
Will the vehicle dismantler accept my vehicle if it’s not in driving condition?
No, the dismantler will not accept vehicles that are not drivable. Your vehicle must fulfill all equipment and operational requirements to be accepted into the program.
When will I receive the incentive payment for retiring my vehicle?
The dismantler will issue an incentive check to you right after they verify your identification and confirm that your vehicle successfully passes both the equipment and operational inspections. The check will be made out to the registered owner(s) as listed on your eligibility letter.
Can the dismantler provide me with a ride back home after I drop off my vehicle?
No, dismantlers do not offer transportation services. Arranging your own transportation from the dismantler location is your responsibility.
